Every year, millions of \ntons of food grains get wasted due to inad\u0002equate number of reefer vehicles, poor han\u0002dling strategies, lack of advanced technology to name a few. If we go by the facts, India is the second largest producer of horticulture \nproducts producing 48 million mt of fruits and 68 million mt of vegetables. India wastes as much as the total production of fruits and vegetables in the United Kingdom. There are different estimates on the quantum and \nvalue of this wastage due to lack of support\u0002ing infrastructure such as refrigerated stor\u0002age and ransportation. Establishing proper and integrated cool chains will take out the seasonality and perishability from the agri\u0002cultural produce, lower inventories, shorten lead time required for deliveries, quickly \nbridge the gap between demand and supply, and provide value-added services.In India a lot of food is lost and wasted due for growth in agri-business. In agriculture, logistic costs are greatly influenced by the bulkiness of the produce, seasonal demand and supply, and perishability of products. As the agricultural goods are generally bulky, most of their inland movement is through road transport while shipping is used for carriage across seas. The movement of per\u0002ishable agricultural goods requires technical improvements such as reefer transportation for management of temperature and humid\u0002ity. Appropriate road and sea transportation will have to meet this growing demand in an economic manner. The competitiveness will be greatly affected by the speed and economy with which cargo moves from factories to markets inland or ports and beyond.to lack of adequate infrastructure, however, a 2011 report by a UN body, FAO, puts wastage in fruits and vegetables as high as 45 per cent of produce (post-harvest to distribution) for developing Asian countries like India.Infrastructure and services are important <\/p>\n\n<p><b>Challenges<\/b><\/p>\n<p>Anurag Awasthi, Founder &amp; CEO, Save \nIndian Grain stresses that the shortages \ncan be examined under three heads, namely, \nstorage loss, transit loss, and non-issuable \/\ndamaged food grains.<\/p>\n<p>As per FCI\u2019s data, the third category is \nnegligible.<\/p>\n<p>The factors contributing to the storage loss \nare:<\/p>\n<ul><li><p>Loss in moisture<\/p><\/li>\n<li><p>Prolonged storage<\/p><\/li>\n<li><p>Poor texture of gunnies, accentuated by use of iron hooks<\/p><\/li>\n<li><p>Improper storage practices<\/p><\/li><\/ul> \n<p>The factors contributing to the transit loss \nare:<\/p>\n<ul><li><p>Multiple handling<\/p><\/li>\n<li><p>Poor texture of gunnies, accentuated by use of iron hooks<\/p><\/li>\n<li><p>Poor quality wagons<\/p><\/li>\n<li><p>Enroute pilferages<\/p><\/li>\n<li><p>Inadequate security at rail points, espe\u0002cially during night working and BG\/MG trans-shipment<\/p><\/li><\/ul>\n\n<p><b>Other Major Challenges:<\/b><\/p>\n<p>According to various case studies and gov\u0002ernment reports, the food grain logistics sec\u0002tor is facing many challenges such as ineffi\u0002cient price signals, limited reach of mandis, \ninadequate infrastructure for storage, etc.<\/p>\n\n<p>1. Inefficient price signals: The Indian gov\u0002ernment has been buying almost one\u0002third of wheat and rice produced in India \nthrough the Public Distribution System, \nbut in other kinds of grains, fruits and \nvegetables (both being highly perishable), \nthe role of the government is limited. This \nleads to Minimum Support Price being in\u0002effective as both price signals and as insu\u0002lators from the perspective of the larger \nagricultural population.<\/p>\n<p>2. Limited reach of mandis: Also, this pro\u0002curement system has failed to cover the \nentire country evenly (On an average a \nfarmer needs to travel 12 kms to reach \nthe nearest mandi and more than 50 \nkms in NE India) while according to the \nrecommendations by National Farmers \nCommission, availability of markets \nshould be within a 5 km radius.<\/p>\n<p>3. Too many intermediaries, information \nasymmetry: The above mentioned prob\u0002lems have led to formation of long market\u0002ing channels, with multiple intermediar\u0002ies, adding to the woes of the producers of \nperishable agriculture goods.<\/p> \n<p>4. Inadequate infrastructure for storage: \nThe Planning Commission has recently \nestimated the gap between agri-ware\u0002housing supply and demand at 35 mn <\/p> \n\n<div class=\"row\">\n<div class=\"col-sm-12\"><p>&#8220;Government of India has advised to frame policy\/roadmap for construction of 100 \nLMT silos in next four years. It has also submitted that the High Level Committee constituted \nfor re-structuring of FCI had recommended construction of silos for capacity 100 LMT. \nSubsequently, FCI had conducted an exercise with regards to the existing storage gap and \nrequirement of silos for storage of wheat and accordingly, Ministry of CA, F&amp;PD had \ndecided that silos for capacity of 43.5 LMT silos will be constructed by FCI and state agencies&#8221;<br>\n<b>Anurag Awasthi, Founder &amp; CEO, Save Indian Grain<\/b><\/p>\n<p>MT. Currently, public sector agencies \nlike the FCI, Central Warehousing \nCorporations (CWC) and the various \nState Warehousing Corporations (SWC) \nhave a storage capacity of 71 mn MT, while \nthe private sector has close to 25 mn MT. \nTo put the scarcity in perspective, food \ngrain stocks held only by the government \nwas 80 mn MT last year (peak) according \nto the FCI annual report.\n5. Skewed distribution of capacity: Skewed \ndistribution of this capacity is another is\u0002sue, with North India having access to 60 \nper cent of the total storage infrastructure. \nThe Planning Commission has recently es\u0002timated the gap between agri-warehous\u0002ing supply and demand at 35 mn MT.\n6. Lack of cold storage infrastructure: India\u2019s \ncurrent cold storage capacity at 25 MT is \nbarely sufficient for 10 per cent of fruit and \nvegetables produced in the country.\n7. Lack of collateral management options: \nCollateral management refers to financ\u0002ing of agricultural goods stored at ware\u0002houses, and is estimated to be a `3,500 cr \nopportunity by industry sources.\nObserving the same, Devangshu Dutta, \nChief Executive, Third Eyesight reiterates, \n\u201cOur storage capacity in public, cooperative \nand the private sector is about 109 million \ntonnes, which is short of the overall storage \nrequirement. Moreover, instead of hermeti\u0002cally sealed or controlled environments, much \nof food-grain storage in India is still open to \nthe elements and to pest infestations. This is \ntrue not only of the much-maligned govern\u0002ment stocks of food grains, but also private \nstorage and transportation. While many \nmodern storage systems for food grains, in\u0002cluding fixed installations like warehouses, \nindoor and outdoor silos, and flexible such as \nhermetic storage and silo bags have been in\u0002troduced in India, they are sparingly used. It is ironic that while millions of Indians sleep \nhungry, we are not showing enough regard \nfor proper handling and distribution of our \nsurplus or buffer stocks.\u201d<br>\n<b>Special Care for Perishables<\/b><br>\nThe concept of cold storage is not alien to \nagri-business in India. If we go by the facts, \nover the years, UP has seen a large scale de\u0002velopment of cold storage for potatoes and \npotato seeds. Out of a total 8.7 million ton \ncold storage facilities presently available in \nthe country, UP has a 48 per cent (4.83 mil lion ton) share followed by West Bengal (2.24 \nper cent). Western India has only 0.5 million \nton capacity in which Maharashtra has a \nshare of 0.35 million tons. Maharashtra has \nover 50 million cubic feet cold storage space \nin capacities ranging between 500 to 1000 mt \nper unit. Nearly, 80 per cent of this is pri\u0002vately owned. Cold storage provides location \nspecific facility but is not linked in any man\u0002ner across the country.\nEven though India is blessed with varied \necological conditions which enable growing \nof all types of fruits and vegetables through\u0002out the year, efforts at boosting the exports \nof fruits like mango and grapes have gone \ndown. Same is the status of floriculture ex\u0002ports when viewed in global context. In each \nof these and other similar cases, infrastruc ture has been the key bottleneck. For vari\u0002 ous reasons there are few reefer ships calling \non the Indian ports. Instead, the perishable \ncargos move inland as well as on sea in reefer \ncontainers on feeder services connecting to \nthe hub ports. This adds cost to the exports, \nadversely affects their quality and reduces \nthe competitiveness<br> <b>Tech Power<\/b><br>\nAwasthi adds, \u201cThe solution is to develop \nan integrated software application linking \noverall production, demand, procurement \nand storage, keeping in view the associated \nregions and infrastructure available. The \nsystem will create most optimal location \nnetwork of grain storage, minimising travel \ndistance for storage as well as distribution. \nSuch integrated software system is the key \nto building an efficient grain storage net\u0002work. The financial institutions, technology, \nconsumer markets and infrastructure move \nalong with structure of society. The change \nof joint family to nuclear families has forced \nthese to change from hub and spoke model \nto distributed architecture. Therefore, rather \nthan one big bank, we now have thousands of \nATMs; intelligence is stored in clouds rather \nthan in one big computer; and home deliv\u0002eries take care of our requirements, instead \nof one big shop. Similarly, the grain storage \ninfrastructure architecture also needs to \nchange. From several hundred big storage \nspaces, the architecture needs to move into \nseveral thousand small godowns close to \nfarmers and distribution spots.\u201d He continues, \u201cThe second intervention \nof technology is needed in the storage infra\u0002structure itself. Today, new-technology steel \nsilos and silo bags are available, whereby the \nlife and safety of grain are enhanced mul\u0002tiple times by creating modified atmosphere \nof low oxygen and high CO2\n. Through these \ntechnologies, one can create smaller storage of 2,000 tonnes per bag next to farmers, \ntaking only 1\/10th of an acre of land. It is the \nmost chronic supply chain problem ever.\u201d <br>\n<b>Government Initiatives<\/b><br>\nAwasthi shares, \u201cGovernment of India (GoI) \nhas set up a High Level Committee (HLC) \nin August 2014 with Shanta Kumar as the \nChairman, six members and a special invi\u0002tee to suggest restructuring or unbundling \nof FCI with a view to improve its opera\u0002tional efficiency and financial management. \nGoI also asked HLC to suggest measures for \noverall improvement in management of food \ngrains by FCI; to suggest reorienting the \nrole and functions of FCI in MSP operations, \nstorage and distribution of food grains and \nfood security systems of the country; and to \nsuggest cost effective models for storage and \nmovement of grains and integration of supply \nchain of food grains in the country.\nThe HLC had wide consultations with \nvarious stakeholders in its several meetings in \ndifferent parts of the country. It also invited \ncomments through advertisements in news\u0002papers and electronic media. HLC would like \nto gratefully acknowledge that it has benefit\u0002ed immensely from this consultative process, \nand many of its recommendations are based \non intensive discussions with stakeholders.\u201d<br>\n<b>Roadmap to the Future<\/b><br> \nAccording to Awasthi, Government of India \nhas advised to frame policy\/roadmap for con\u0002struction of 100 LMT silos in the next four \nyears. It has also submitted that the High \nLevel Committee constituted for re-structur\u0002ing of FCI had recommended construction of \nsilos for capacity 100 LMT.\nAwasthi elaborates, \u201cSubsequently, FCI \nhad done an exercise with regard to the ex\u0002isting storage gap and requirement of silos for \nstorage of wheat and accordingly, Ministry of \nCA, F&amp;PD had decided that silos for capacity \nof 43.5 LMT silos will be constructed by FCI \nand state agencies. In view of the directions of \nthe government, present strategy is to make \na roadmap for construction of 100 LMT silos \nin next four years in a phase wise manner as \nthe actual requirement of silos is dependent \non existing storage capacity, stocks in central \npool and the resultant storage gap. The Silo \nstrategy is also dependent on the government \npolicy with regards to Direct Benefit Transfer \nwhich was also one of the recommendations \nof the High Level Committee for restructur\u0002ing of FCI. Already, the government is imple\u0002menting the DBT Scheme on a Pilot basis in \nthe UTs of Chandigarh, Puducherry, Dadra \nand Nagar Haveli. Thus, in case there is a \nchange in the procurement and distribution policy under NFSA\/TPDS, creation of capac\u0002ity that might not be required with a finan\u0002cial commitment for 30 years will need to be \nreviewed and evaluated with regard to the \nfinancial implications of the same.\u201d\nHe adds, \u201cIn view of this, it has been \nplanned to undertake construction of silos in \na phase wise manner. A three phase approach \nhas been adopted which ensures that if need\u0002ed, we can have the creation of 100 LMT of \nsilo capacity in four to five years and at the \nsame time we have the flexibility to limit the \nconstruction of silos to capacity that is actu\u0002ally needed and financially viable.\u201d\nAgreeing with Awasthi, Dutta concludes \non a positive note by saying, \u201cAlthough many \nprivate players are expressing interest in the \narea, more participation of the private sector is \ndependent on projects being modeled as viable \nbusinesses with timely returns and lower (or \nbetter managed) risk, as well as optimum capi\u0002tal and operational costs. Indigenous and tra\u0002ditional techniques also need to be improved, \nand affordable technologies need to reach the \nfarmer. With the government\u2019s push towards \nprocessing, changing consumer needs, and de\u0002veloping business interests in both domestic \nand export markets, the standards of storage \nneed to improve dramatically. It is important \nto remember that, while food safety and hy\u0002giene standards may be applied to finished, \npackaged products, the quality standards that \nare finally achieved start getting determined \nfrom procurement and storage onwards. Other \nthan private storage capacities, it is impera\u0002tive that the government\u2019s storage capacities \nare upgraded. The lakhs of tonnes of wheat, \nrice and other grains that get spoiled each year \ncan literally feed millions. Not only will in\u0002vestment in modern storage will add percent\u0002age points to the country\u2019s GDP, it will bring \na mass of Indians closer to the basic dignity \nthat they need and
